民办高等教育机构管理三面观

民办高等教育的性质决定着如何自身管理。笔者认为,民办高等教育机构有公益事业的正面,也有产业属性的侧面。在教育、教学的范畴它是公益性事业,在管理范畴的某些部分它要引入产业运行机制和合法的经营之道。笔者从教育的角度、从产业经济的角度和从社会的角度,具体地分析了民办高等教育的特点,进而指出:民办高等教育内部管理应该分为三大块,一块是公益性管理,一块是产业性经营管理,一块是内部的小社会的管理。全面协调地抓好这三大方面的工作就等于抓住了民办高等教育机构全面管理的骨架,就能适应新形势,使自身保持活力,稳健而持续地发展。

The Three Views on the Administrative Setup in the Private High Education

the special nature of private high education make the decision on how to administrate itself. The author holds that there are both public and industrial in the attribute of private high education, that is, the teaching activities belonging to public enterprise, while the administrative activities in some respects being managed by industrial means. The author, from views of the education, the industrial business and the society, points out that we should divide the inside administration into three parts: the public administration, the industrial business management, and the interior small society's supervise. If only we manage the three respects of works perfectly, we hold real framework of the all around administration of the private high education, so as to fit with needs of the new situation, maintain full vigour, and keep steady and sustainable development.
