| 摘 要： | 经过三年多的新医改，我国基本医疗保障制度得到快速发展，但是，制度分设、城乡分割、管理分离、资源分散等问题仍制约着基本医疗保险制度的公平性。如何将现有的职工医保、居民医保、新农合整合为统一的城乡居民基本医疗保险制度，文章通过对泰州市基本医疗保险制度整合的深入研究，提出了加强制度的顶层设计、完善医保关系转移制度、构建一体化的管理体制等一系列对策建议。

| Abstract: | Archives management is an important part of the work in higher vocational colleges, which has impor- tant significance and the effect that cannot be replaced. This paper discusses the importance and the problems ex- isting in the archives management work under the new period. How to improve and innovate archives manage- ment and how to enhance the work efficiency is worth to be explored, in order to increase the utilization of ar- chives effectively. |
