汉光武帝西域政策探微

东汉建国初期，西域诸国不断要求东汉政权设置西域都护，均为光武帝所拒绝，最后置西域于度外。光武帝西域“无为”政策，根源于西域、东汉内部的问题，以及西域、匈奴、东汉三者之间的矛盾关系，是基于现实的比较明智的选择。光武帝西域政策虽然保守，却也在一定程度上积极作用和影响于东汉前期的政治、军事、经济等方面，不能简单地予以否定。

On the Policies Towards Western Regions by Emperor Guangwu in the Hart Dynasty

In the early years upon the founding of the Eastern Hart Dynasty, all the states in Western Regions constantly requested the Eastern Han regime to appoint a Western Regions＇ governor （title of the highest administrative commanding officer in border area）, which was rejected by Emperor Guangwu, ending up with laisez-aller. The ＂reign without ruling＂ policy stems from the problems within Western Regions and the Eastern Han Dynasty, as well as the contradictory relationship of Western Regions, the Hun and the Eastern Han Dynasty, which was a more sensible choice based on actualities. Although the policy to Western Regions by Emperor Guangwu was conservative, it exerted and affected to a certain extent such aspects as politics, military affairs and economy in the early years of the Western Han Dynasty, which could not be denied in a simplistic way.
