利益相关者视角下政府购买公共体育服务潜在风险研究

我国政府购买公共体育服务的利益相关主体主要包括政府、社会组织和社会公众,目前三大主体存在一定的潜在风险。顺利推进政府购买公共体育服务的发展,避免政府购买公共体育服务的潜在风险,故从利益相关者视角出发,寻求政府购买公共体育服务利益相关主体的潜在风险,进而付诸潜在风险以防范。研究结果表明:1)政府存在"逆向选择"潜在风险、"执行难"潜在风险和道德潜在风险;2)社会组织存在生存危机潜在风险、"主体价值丧失"潜在风险和合同履行投机潜在风险。3)社会公众存在"被动性"潜在风险、"公信力不足"潜在风险和权力表达失灵潜在风险。建议:1)法治化规制政府购买公共体育服务行为;2)政府应加强对购买公共体育服务潜在风险的管控能力;3)社会组织要培育和发展承接公共体育服务的能力;4)社会公众须广泛参与。

Potential Risk of Government Purchasing Public Sports Service from the Perspective of Stakeholders

The stakeholders involved in the purchase of public sports services by the Chinese government mainly include the government,social organizations and the public.At present,the three main stakeholders have some potential risks.In order to smoothly promote the development of government purchasing public sports services and avoid its potential risks,this paper,from the perspective of stakeholders,seeks to find the potential risks of stakeholders in government purchasing public sports services,and then hedge the risks.The results show that:1) the government has the potential risks of "adverse selection",risks of "difficult implementation" and moral risk;2) the social organizations have the potential crisis of survival,the risk of "value losing of the subject" and the risk of speculations in the performance of a contract;3) the public has the potential risk of "passivity",the risk of "lack of credibility" and the risk of failure of power expression.Suggestions are as follows:1) the government’s behavior of purchasing public sports services should be regulated under the rule of law;2) the government should strengthen its ability to control the risk of purchasing public sports services;3) social organizations should cultivate and develop the ability to undertake public sports services;4) the public should participate extensively.
