现代行政改革中的责任道德观

责任道德观对公务人员的行为具有内在约束力,是内在的义务感。责任道德观是责任行政内涵的组成部分,是当代治理理论的完善与补充。我国目前责任道德观的取向应是市场经济文化的道德内容、中国传统文化的道德内容、我党执政理念等多元文化内容的融合。政府行为、公务人员个体对本职工作的责任认同、道德环境等是思考责任道德观建设的三种主要途径。

Responsive Moral Concept in Reform of Modern Administration

Responsive moral concept performs a function of self-discipline.It reflects an internal sense of responsibility that regulates the behaviors of civil servants.Responsive moral concept is a component part of connotation of responsive administration.Moreover,it means perfection and a supplement to the contemporary governing theories.The current responsive moral concept in China should be a combination of multiple cultural factors.It should include moralities of the market economy,the traditional Chinese ethics,and the governing theories of the Party as well.The author points out three approaches to establishing responsive moral concept.They are actions of the government,individual civil servants identity of the duties inherent in their positions,and moral environment.
