| 摘 要： | 在数字图书馆信息资源开发与利用的各个环节中，著作权制度具有较高的效率价值，但我国现行著作权制度在制度社会效率、制度自身效率与制度配置效率等方面仍存在低效的问题。因此，提高著作权的制度效率应坚持“利益独占，成果共享”的利益平衡原则，整合各种著作权制度，协调、提高著作权制度整体效率。
