摘    要:运用调查法、文献资料法、访谈法和随机抽样等方法对湖南省十个国家贫困县农村中学《体育与健康课程标准》实施现状进行系统分析,发现影响新课程标准实施的主要因素为:学校对硬件设施(场地、器材等)的投入不够;各级农村中学体育教师的师资力量还有待于进一步提高;中学体育教师对《体育与健康课程标准》的理解度、认可度不深刻;农村中学各级领导对体育课的重视程度较低。针对这些问题,从管理学的角度结合湖南省经济发展和教育发展的实际出发以及新课程标准的精神实质,提出相应的对策。

Abstract:A systematic analysis is carried out on the current situation of the implementation of Curriculum Standards of Physical Education and Health in rural middle schools of state-level poverty-stricken counties through using the method of survey, literature, interview and random sampling. Factors affecting the implementation are found as follows: the investment into facilities like venues and equipment is insufficient, the qualification of teachers need improving, the lack of understanding and recognition of Curriculum Standards of Physical Education and Health still exists, the importance attached to physical education is far from enough. Based on the problems, some countermeasures are put forward from the perspective of management by combining the reality of the economic and educational development in Hunan and the essence of the new curriculum standards.
