推动青岛蓝色硅谷加快发展的对策研究

青岛蓝色硅谷是以海洋为主要特色的高科技研发及高技术产业集聚区域，但目前在区域发展战略、管理体制设计、区域间功能定位等方面存在一些阻碍其发展的瓶颈因素。通过学习借鉴国内外硅谷及“类硅谷”建设的实践经验，应尽快确定蓝色硅谷总体战略和功能定位，积极探索体制机制改革的新模式，加快形成海洋科研的产业化实现路径，积极推动创新驱动战略实现形式的多样化，突出“蓝色、高端、新兴”的目标定位和引领带动，从而推动该区域的进一步发展。

Study on Countermeasures of Accelerating Development of Blue Silicon Valley in Qingdao

Blue Silicon Valley in Qingdao is one hi-tech research and development region with a feature of ocean and Hi-tech industries clustering there. However, there are some bottleneck factors in regional development strategies, management mechanism design and interregional function orientation, which have blocked the development of Blue Silicon Valley. By means of learning the practical experience of silicon valleys and analogous silicon valley construction at home and abroad, Blue Silicon Valley should establish overall strategy and function orientation as soon as possible, explore new reform models of institution and mechanism actively, accelerate forming the industrial path of ocean research, promote the diversity of realizing creation-driven strategy actively and highlight the blue, top and new orientation and their leading role.
