全方位构筑帮困助学政策体系 --兼谈中国科学技术大学贫困生资助工作

对贫困学生的资助工作，已从改革开放之初单一的助学金资助形式，发展成如今由“奖、贷、勤、资、补、免”等多项资助措施所构成的一套较完备的资助体系。而今面对诸多新情况、新问题，我们只有在对一些资助措施所起的作用重新予以定位，并就面临的问题提出有效的对策，才能保证贫困生在得到有效资助的同时，更好地发挥各项资助政策的社会效益和教育导向功能。

Establishing an Effective System of Financial Aid for Needy Students

Over the years, China's universities have developed a comprehensive system of financial aid that offers scholarships, loans, part-time employment, subsidies, allowances, and tuition reductions for needy students. Today, however, we are faced with a new situation and new problems, and therefore must reengineer this system to make it more effective in providing financial aid for those in need and optimizing its social and educational benefits.
