协同治理视角下中国篮球协会改革路径研究

中国篮球协会是我国单项体育协会中较早进行脱钩改革的协会之一,梳理其改革的经验与不足,对于促进中国篮球协会自身发展,带动其它全国性单项体育协会改革具有重要意义。运用文献资料法等研究方法,回顾了新中国成立70年中国篮球协会的发展历程与主要成就,总结了“后脱钩时代”中国篮球协会面临的法律法规更新缓慢、人才培养后劲乏力、内外监管有待提升等困境。将协同治理理论引入中国篮球协会改革发展路径的探讨中,阐释了协同治理的内涵及其运用于中国篮球协会改革的必要性,在协同治理视角下提出了深化中国篮球协会改革的实施路径,包括健全法律体系,协调各方诉求;促进人才培养,加强战略合作;创新监管机制,协同多元主体等。

Research on the Revolution Path of Chinese Basketball Association based on the View of Synergetic Governance

Chinese Basketball Association is one of the associations which carried out the decoupling reform earlier in China.It is of great significance for promoting the development of Chinese Basketball Association and driving the reform of other national single sports associations by sorting out its reform experience and shortcomings.By using the methods of literature review and so on,this paper reviews the development process and main achievement of Chinese Basketball Association on the 70th Anniversary of the Founding of the People’s Republic of China,and summarizes the difficulties faced by the Chinese Basketball Association in the"post decoupling era",such as the slow updating of laws and regulations,the lack of stamina in talent training,and insufficient internal and external supervision.This paper introduces the theory of synergetic governance into the path of reform and development of Chinese Basketball Association,explains the connotation of synergetic governance and the necessity of its application in the reform of Chinese Basketball Association.From the perspective of synergetic governance,it puts forward the implementation paths of deepening the reform of Chinese Basketball Association,including perfecting the legal system,coordinating the demands of all members,promoting personnel training,reaching strategic cooperation,innovating supervision mechanism system,coordinating multiple subjects.
