| 摘 要： | 突发环境事件应急机制的基础理论性问题研究在我国尚处在于空白。通过对突发环境事件概念的进一步了解，分析突发环境事件的特征，全面的明确突发环境事件应急机制的含义，对提高政府应对突发环境事件的决策有很大的益处。

| Abstract: | The study on emergency mechanism of abrupt environment affairs in China is still in the initial stage,and some related fundamental concepts and theories are still blank.Therefore is urgent for us to define the concepts such as: abrupt environment affairs,abrupt environment affairs emergency mechanism,and to explore its attributes and other foundational theories,which would provide us with the premise and the foundation to respond to abrupt environment affairs. |
