| 摘 要： | 西方宪政思想中通过分权制衡手段限制国家权力,保护公民权力,成为西方足球管理体制的思想基础。足球管理体制基本框架包括管理机构及其职能体制、领导体制、各职能部门层级管理体制、制度建设以及管理系统中政府、协会与俱乐部的关系定位。通过对英格兰、德国两国足球管理体制特点的分析,提出我国足球管理体制改革应树立权力有限意识,重新界定政府职能,实现"全能足协"向"有限足协"的转变,并进一步理清政府与足协的关系,进行制度创新。

| Abstract: | The idea of western constitutional government becomes the basis of the western football management sys tem by means of dividing the power so that the nation’s power is weakened and the citizen’s authority is protected.The basic frame of football management system includes organization system,leader system,departmental manage ment system,system construction and the relation among government,associations and clubs.By the analysis of football management system of Britain and Germany,countermeasures are drawn,which include to re-interface the function of government,to limit the power of football association,to clarify the relation between government and football association etc. |
