关于农村义务教育投入保障机制的思考

“三农问题”一直是党和国家领导集体高度重视的问题,2005年年底全国人大常委会议通过了取消农业税的重大议案是国家解决“三农问题”的一个重大举措。“农村教育”同样是“三农问题”的核心问题之一。为此,本刊特地编发了5篇关于农村基础教育改革与发展问题的笔谈文稿。其中,前4篇文稿分别从农村教育投入机制、师资队伍建设、社会政治背景以及教育模式与社会的耦合关系等不同角度,扼要讨论了农村基础教育存在的问题及其改革与发展的路向;最后1篇文稿则从农村教育研究方法论的高度,对农村教育研究的状况及其前景作了较为透辟的剖析。

The Reform and Development of Fundamental Education in the Rural Area

The 'three agricultural issues' have been the priority of the new generation of the central government since 2003.One of the major solutions was passing the proposal of canceling agricultural tax last year by the Standing Committee of the People's Conference.As the education issue in rural areas is also the core subject of the 'three agricultural issues',the special edition contains 5 articles regarding the reform and development of the fundamental education in rural areas.Among them,the first 4 articles examine various aspects of the rural area education ranging from investment system,teacher development,social and political background and integration of education model and the society.The articles also discusses the problem and direction of education reform and development.The last article provides an in-depth analysis of research of fundamental education in rural areas from the perspective of research methodology.
