| 摘 要： | 在全球范围文件管理数字转型及我国"互联网+"行动计划的背景下,电子文件单轨制管理已经成为必然趋势。本文以国家自然科学基金委员会项目电子文件管理为例,分析了其信息化历程及项目电子文件管理存在的问题,从管理体制机制、制度体系建设、鉴定方法、元数据方案构建及技术体系的完善等几方面提出了电子文件单轨制管理的对策。

| Abstract: | Under the background of global digital transition in document management and China’s"Internet plus"action plan,electronic record single set management has become an inexorable trend.Taking the project electronic record management of the National Natural Science Foundation of China as an example,this paper analyses its informationization process and the problems in the project electronic record management,and puts forward some countermeasures for the single set management of electronic records from the aspects of management system mechanism,system construction,appraisal method,metadata scheme construction and information technology system improvement. |
