关于高质量课程治理体系与育人实践体系关系的思考

摘    要:建立高质量课程体系,需要思考高质量课程治理体系和实践体系及其统一关系。与高质量教育要求相适应,我国课程治理体系呈现国家主导多主体参与治理、全面治理、基于国际国内经验和评价监控治理的特征,课程实践体系呈现高标准目标、综合性内容、灵活性实施和综合创新评价等特征。这对学校课程育人意识和行为方式的转变起到了积极效果,但出现了较严重的分化现象等问题。面向未来的高质量课程体系建设应确立优质、公平和差异包容的高质量课程标准;共建共享的治理关系;完善各级课程治理机制;从社会源头治理,切实减轻中小学课业负担;把考试评价作为课程治理工具,而不是目的;根据课程育人功能要求不断地完善课程实践体系。

Abstract:The establishment of a high-quality curriculum system requires the consideration of highquality curriculum governance system and practice system and their unified relationship.In line with the requirements of high-quality education,Chinese curriculum governance system presents the characteristics of state-led multi-subject participation in governance,comprehensive governance,and governance based on international and domestic experience and evaluation and monitoring.Chinese curriculum practice system presents the characteristics of high standard goals,comprehensive content,flexible implementation and comprehensive innovation evaluation.It has had a positive effect on the transformation of school curriculum education awareness and behavior,but there have been serious problems such as differentiation.The construction of a future-oriented high-quality curriculum system should establish high-level curriculum standards of quality,equity and tolerance of differences,build a shared governance relationship,improve curriculum governance mechanisms at all levels,govern from social sources to effectively reduce the burden of schoolwork in primary and secondary schools,treat examination and evaluation as a curriculum governance tool rather than an end in itself,and continuously improve the curriculum practice system according to the requirements of the nurturing function of the curriculum.
