目前,党的领导方式、执政方式还有许多需要改革和完善的方面.高度集权的传统执政方式仍然存在,党委与人大、政府、政协的关系不够协调尤其是党政关系缺乏制度化、规范化,条块分割,部门权力垄断,难以监督.因此,采取切实措施,改革和完善党的领导方式和执政方式,是我国社会主义自我完善和发展需要进一步探索和回答的重大课题之一.
