大学章程制定问题研究与建议

大学章程建设是大学依法自主办学的重要体现，大学章程建设对推动高等教育体制改革、建设现代大学制度具有重大意义。但章程制定过程中还存在一些问题：内容泛化、未凸显办学特色、师生主体地位不够突出等。职能分配明确、多种主体共同参与制定、提速同时重质量等若干建议或对大学章程建设提供一定启示。

Problems of University Charter Formulation and the Recommendations

Formulating university charter is an important manifestation of university＇s running independently by law, and it is of great importance for the reform of higher education system and the construction of modem university system. However, some problems still exist in tl~e process of formulating the charter such as content generalization,not highlighting the characteristics,not emphasizing the dominant position of teachers and students. The suggestions such as clear functional distribution,various participants, paying attention to speed and quality may provide some inspiration for university charter formulation.
