| 摘 要： | 律师人大代表和政协委员拥有法律专业优势和较强的参政议政意识,具备较高的参政议政能力和水平。建国初期律师人大代表和政协委员当选比例较高,参政议政人数较多。为了更好地发挥律师参政议政的作用,需要改革现行的人大和政协制度,完善人民代表候选人提名和选举制度,提高律师人大代表和人大常委的比例,加强人大代表和选民的联系,政协中增设法律界别或律师界别。
