| 摘 要： | 北洋政府时期,南京公立学校经费的主要来源是地方政府拨款.而历整个北洋政府时期,政府拨款受财政紧张与挪用影响,始终不能足额到位,严重影响了南京公立学校的发展.制度与社会生态两方面成为北洋政府时期政府对南京公立学校拨款不足的大背景.
