基于两型社会建设的地方政府管理创新研究

地方政府管理创新是解决我国国民经济持续快速增长带来的资源供给不足和环境污染严重双重压力、构建生态文明社会的必然要求。对各级地方政府而言，要不断提升对两型社会建设的领导管理能力，就应当因应行政生态环境的变化，正视两型社会对我国管理带来的严峻挑战，认真剖析当前在两型社会建设中面临的种种问题，通过转变管理理念、变革管理方式、调整管理体制以及厘清政府职能等途径，以期建立起一个适应两型社会基本要义，实现人与印然、经济社会与生态环境和谐发展的创新型地方政府。

on Management Innovation of Local Government Based on the Construction of Two-Oriented Society

The management innovation of the local government is the inevitable requirement of solving the double pressure of shortage of resources supply and serious environmental pollution brought by China＇s sustained and rapid economic growth, and building the ecological civilization society. To improve leadership and management capability on the construction of two-oriented society, the local governments should face up to severe challenges to China＇s management and analyze the problems during the construction of two-oriented society complying with the changes of administrative ecological environment. Then we should take such measures as changing management idea, transforming management way, adjusting management system and clearing the functions of the government in order to establish an innovative local government adapting the internal requirement of two-oriented society and realizing harmonious development between man and nature, also between economic society and ecological environment.
