| 摘 要： | 体育事业是人们体育公共需求的集合,是市场经济体制下公共财政保障的重要内容.围绕体育公共服务型政府的构建,深入分析体育事业公共财政保障的理论基础,并从体育事业发展的政策依据、历史经验、国际经验、时代要求及现实需求5方面深入剖析体育事业时公共财政保障的需求,探索新时期政府职能转变的方向及公共财政保障的目标.
