论行政伦理的失范与规范

在当前我国社会转型期,由于制度本身的弱点及行政领域公共资源存在的特殊性,不可避免地会带来行政主体的失范.这些失范主要表现为:权力依附型、权力本位型、权力寻租型、权力泛化型.加强行政伦理建设,规范行政伦理,需要切实把握公共原则,不断健全行政伦理制度体系,积极开展行政伦理教育,努力完善行政人员的行政伦理修养.
