| 摘 要： | 教育政策要通过推动知识教育的发展，创造就业机会，实现充分就业；通过人力资源开发制度创新，提供优质教育和多元化教育，充分发挥人的个性，提高人的幸福感，为构建和谐社会提供恰当的个人发展空间，教育途径、内容、方法与手段的创新和变革，都要符合这个方向。

| Abstract: | From the view of human resource development,the paper analyzes the basic thought of educational reform in China and discusses basic contents, then it preliminary confirms the rational choice of Chinese educational policy. The statement of transformation from exam-oriented education into quality-oriented education has many defects both in theory and practice.The basic development trend of education reform is all-round development education which focuses on know ledge education and meets modern requirements of human resource.The effective innovation and system revolution of educational approach,contents,methods and means are supposed to comply with these reform directions. |
