“十一五”时期我国体育服务业发展审思

以2006—2010年全国体育及相关产业统计的数据资料为基础,从体育服务业的规模、结构、增速、从业人员、劳动生产率及管理等方面,对"十一五"时期我国体育服务业的发展现状进行分析。我国体育服务业发展存在如下问题:规模较小,在体育产业中的比重较低;内部结构不平衡;社会化水平较低;区域发展不平衡;发展资金不足等。提出:加快体制改革,完善投融资体系;鼓励社会资本进入体育服务业;制定有利于体育服务业发展的税费政策;落实公益性体育组织和体育事业的捐赠、赞助政策;完善公共体育场馆政策,实现"紧扣本体、全面发展、服务社会"的目标。

Reflections on the Development of Sport Service Industry in China from 2006-2010

Based on the statistics of the data from national sport industry 2006—2010,this paper analyzes the current situation of sport service industry in the period of "The Eleventh Five",from the perspective of scale,structure,growth,practitioners,labor productivity and management.It points out that there are such problems as a small scale with a low percentage in sport industry,unbalanced internal structure,a low-level socialization,lopsided regional development and shortage of capital,etc.The paper proposes that system reform should be promoted to complete investment and financing system,social capital be encouraged to enter sport industry,favorable taxation policies be made,policy of donation and sponsor be materialized,and system of public sport venue be completed for the purpose of "clinging to venue body,all-round development and serving society".
