| 摘 要： | 体育的规则之治是一个复杂的过程,政策性规则、法律规则以及行业规则等都在发挥作用。建构良好的体育秩序,必须在倡导依法治体、在法律至上的前提下,不断加强、完善各种规则之间的协调、整合机制,尽量避免各种负效应与潜规则的运行。

| Abstract: | Management of sports rules is a complicated process since policy rules, legal rules and industrial rules are all exerting their functions. In order to build a favorable sports order, the mechanism for coordinating and integrat- ing various rules must be constantly strengthened and perfected under the precondition of advocating sports man- agement according to the laws and laws being paramount to all others, so as to avoid various negative effects and operation of hidden rules as far as possible. |
