社会体制转型与学前教育的重新定位

我国当前社会体制的转型使计划经济时代定位为单位福利和地方性、群众性福利事业,依托单位和集体经济建立起来的学前教育体系面临很大的发展困境。在市场经济体制下,学前教育需要重新定位。根据市场经济理论及对学前教育产品属性的分析,学前教育是具有强正外部效应的准公共产品,涉及到广泛的社会公共利益,应属于社会公益性事业。发展学前教育有助于整体提高国民素质,促进社会的民主、文明、进步;发展学前教育是一项重要的人力资本投资,有利于培养创新型人才,增强国家的核心竞争力;发展学前教育有利于促进社会公平,降低犯罪率,促进社会和谐、稳定。当前我国学前教育体制改革应基于这一新的基本定位来确定其今后的改革方向和基本框架:首先应明确其公益性质,将学前教育纳入政府公共服务体系,加大公共财政对学前教育的投入力度;其次应根据现阶段政府的财力及不同阶层家长经济承受能力确定家庭与政府之间,以及中央政府与地方各级政府之间合理、可行的学前教育成本分担比例;第三应以维护公平为基本导向,重点向农村及城市低收入群体倾斜;第四应根据学前教育的重新定位,明确幼儿教师公益性事业单位从业人员身份,切实保障幼儿教师的权利。
