摘    要:调查显示,欠发达地区农村幼儿教师性别结构严重失衡,低学历居多,资格证持有率低,非专业人数偏多,职业道德状况不容乐观。原因是:人们对幼教的认识存在盲区,政府投入严重不足,教师待遇太低,人为制造了某些发展屏障。管理中缺乏激励机制,成长机会和发展动力普遍缺失。建议建立义务化制度,多措筹资,形成稳定的经费保障机制,切实提高幼师地位和待遇;建立科学合理的培训制度和学历提升计划,有效提高农村幼师的职业素养。

Abstract:Survey shows that there are many problems in teachers' quality from Binzhou rural preschools, including imbalance in gender structure, lower academic standard, lower rate of certificate holding, lots of non-professionals and unoptimistic professional ethics situation. There are many reasons for these problems. Understanding of preschool exists blind area. The government spending in pre-school were seriously insufficient which lead to low teachers' treatment and income. What' s more, the lack of positive incentives lead to the lack of growth opportunity and motive force of development. The government should make effort to make the preschool education compulsorized, establish and improve a mechanism to ensure funding, improve teachers' status and incomes, establish scientific teachers' training system and education promotion plan, so as to en hancing preschool teachers' quality in rural areas.
