特岗教师视角下特岗计划实施效果的调查研究——以静乐县和东乡县为例

摘    要:本研究主要从特岗教师的视角来探讨特岗计划实施的效果。调查发现,两个县特岗计划的实施效果总体良好,特岗教师队伍相对稳定,特岗计划受到了地方学校的欢迎。但是,特岗计划实施过程中仍旧面临着如下几个比较突出的挑战与问题:一是村屯学校、紧缺学科的特岗教师数量少;二是特岗教师的教学效能感低,缺乏跟踪指导;三是特岗教师留任率较高,但稳定性存在隐忧。为增强特岗计划的实施效果提出以下建议:一是要修订政策设计,调整特岗教师分配制度;二是要改进在岗培训,提高特岗教师教学效果;三是要融入多方资源,提高特岗教师待遇;四是要宣传政策效果,提高特岗教师岗位吸引力;五是要持续实施特岗计划,稳定提升特岗计划的影响力。

Abstract:This investigation is mainly about the implementation effects of the Ad hoc Post Teacher policy from the perspective of the Ad hoc Post teachers. It is found that the implementation effects of the the policy is basically well, the team of the Ad hoc Post teacher is relatively stable and well welcomed by local schools. However, there are still several obvious problems. The first problem is that the number of the teacher work in the village school and the hard-to-staff subjects is not reasonable enough; the second one is that the self-efficacy of the teachers is not high enough, which needs tracking guidance urgently; the third one is that there are hidden worries about the stability of the team although the retaining ratio is high. Suggestions are: First, revise the policy plan to adjust the rule that teachers are arranged by the local government; Second, improve the system of on-job training to make the teaching effects better; Third, blend in various resources, raise the pay of the Ad hoe Post teachers ; Forth, propagate the excellent effects of the policy to raise the attraction of Ad hoe Post teachers ; Fifth, implement continuous Ad hoe Post Teacher policy to stabilize and improve the positive effects.
