| 摘 要： | 乡镇行政机构臃肿,行政制度供给过剩,农村公共教育体制、农村社会保障体制不符合国家管理的一般规律,制约着和谐农村的构建。因此必须加快乡镇机构、农村教育体制、农村公共卫生、农村医疗保健等各方面的改革步伐,统筹城乡发展,缩小城乡差距,实现构建和谐农村的伟大目标。

| Abstract: | The swelling of government institutions,excessive supply of administrative systems and incompatable public educational and security hinder the construction of a harmonious countryside:To obtain this great goal,we must accellerate the reformation of government institutions,educational and public health and medical care systems,plan the development of countryside and cities in a unified way,and narrow the gap between the countryside and cities. |
