论县域教育均衡发展的机制模式

摘    要:均衡发展是当前我国县域基础教育面对的棘手难题,教育投资短缺和因此导致的优质教育资源聚敛于少数学校将是长期滞留、蔓延的社会怪圈,阻障基础教育公共性本质的教育不公平问题日益显露出来,科学、合理调配教育资源(硬件和软件)是实现教育均衡发展的核心,而机制变革才是有效推进的关键因素。县域教育均衡发展的机制模式有:城乡结合部教育均衡发展机制、城乡一体化教育均衡发展机制和贫困县教育均衡发展机制三种模式。

Abstract:Even development is a tricky problem in the current elementary educa tion of Chinese counties. The shortage of educational investment and the concent ration of high-quality educational resources in the few schools will be a long -standing and spreading social problem. The problem of unequal education hinder ing the commonness of elementary education is becoming more and more obvious, so the key of realizing equal education is the scientific and reasonable distribut ion of educational resources (hardware and software) and the mechanism reform is the key factor of effective promotion. The mechanism patterns include the combi nation of city and country, the unity of city and country and the poverty-stric ken counties.
