职业教育混合所有制办学政策供给的辩证思考

政策是职业教育混合所有制改革的重要杠杆,也是职业教育混合所有制办学的重要依据。当前,我国职业教育混合所有制办学有总政策和基本政策,但缺乏具体操作层面的政策,即具体政策。而我国目前已有的办学政策是基于单一所有制经济基础而形成的,并不能完全适应职业教育混合所有制办学要求。在国家近期尚未出台职业教育混合所有制办学具体政策的情况下,要鼓励和推进职业教育混合所有制办学,就必须积极扶持职业教育混合所有制办学,按“就近原则”充分利用现有的办学政策,发扬“敢为人先”的精神,大胆闯、大胆试。但要从根本上规范职业教育混合所有制办学行为,推进职业教育体制机制的创新,还需要系统的政策供给。

Policy is an important lever for the reform of mixed ownership of vocational education,and also an important basis for the running of mixed ownership of vocational education.At present,there are general policies and basic policies for the mixed ownership of Vocational Education in China,but there is a lack of specific operational policies.However,the existing school running policies in China are based on the single ownership economy,which can not fully meet the requirements of mixed ownership of vocational education.Under the circumstance that the state has not yet issued the specific policy of running school with mixed ownership of vocational education,in order to encourage and promote mixed ownership of vocational education,it is necessary to actively support it,make full use of the existing running policy according to the principle of proximity,carry forward the spirit of"dare to be the first"and boldly try.However,in order to fundamentally regulate the mixed ownership of vocational education and promote the innovation of vocational education system and mechanism,we need systematic policy supply.
