| 摘 要： | 建国初期,中国政治文明在社会主义和民主主义的原则下取得了前所未有的大发展,并呈现出鲜明的特点。它强调以人民主权为价值取向和精神内核,但由于对民主革命时期群众运动的习惯性偏好,又逐渐产生和存在把群众运动理解为实现人民主权的主要形式的倾向;在遵循法制化的基本轨迹的同时,又经常出现政策对法制的冲击;在坚持自主型发展为主的前提下,也糅合了浓厚的苏联因素,带有强烈的被动型政治发展的色彩,同时又体现出对资本主义政治文明的排斥。

| Abstract: | In the initial stages of PRC, CPC rebuilt the political systems of China drastically and gave impetus to the political civilization development at that time. This development took on bright trait. The article analyses the value tropism and essential track and selective way in this period. It also discusses the problem existing at that time. At last, the paper raises and highlights some basic questions that need further differentiation. |
