东北老工业基地创新型城市带构建探究

东北老工业基地在发展中形成的沿哈大线城市布局，几乎集中了该区域全部的创新要素，在振兴东北老工业基地和大力建设创新型城市政策导引下，构建以哈尔滨、长春、沈阳和大连为中心骨架，以周边中小型城市为辐射支撑的东北老工业基地创新型城市带，在理论和实践上是可行的，而且是十分必要的，为此，需要制定相应的对策。

The cities layout between HaDa railway line that concentrate almost all innovation main factors in the northeast old and industrial base. Under the policies leading to revitalizing the old and industrial base and constructing innovation city, it is viable and necessary of theories and practice to construct the framework with Harbin, Changchun, Shenyang and Dalian centre and establish innovation megalopolis of northeast old and industrial base with medium small sealed city for prop up. Then it needs correspond to policies to Construct of Innovation megalopolis in the northeast old and industrial base.
