| 摘 要： | 根据NSTL的职能和定位，对NSTL在新环境下的发展与规划提出建议，如扩充文献信息资源数量、加强外文科技期刊引进、重视灰色文献信息搜集；扩大联盟规模、创新联盟文化、拓展联盟合作项目；运用新技术优化网络服务系统等，以将NSTL建设成为国际水平的国家文献供应中心、国家级的数字图书馆联盟以及集成化的资源、服务、科研平台。
