| 摘 要： | 体育仲裁作为一种解决竞技体育纠纷和提供权利救济的手段，属于社会管理的特殊形式。构建中国体育仲裁法律制度，应该先研究它的目标，阐述了实现我国体育仲裁基本目标和特色目标的基本要求。
