基于模糊DEA的航运公司安全管理有效性评价

为了在航运公司的安全管理体系评价中准确、客观地给出权重,根据数据包络分析(Data Envelopment Analysis,DEA)方法客观性较强的特点,将模糊综合评判方法与DEA相结合对航运公司的安全管理体系进行评价.将ISM规则的要素与航运公司安全需求、行业组织安全指南相结合,把体系运营过程和体系运营结果作为一级评价指标集,把人力资源管理、操作管理、体系完善管理、环境污染程度、事故数目、外审通过率作为二级评价指标集,确定航运公司安全管理体系的4层结构评价模型.实例分析表明,运用该方法的评价结果具有一定的合理性、客观性和实用性。

Safety management efficiency assessment for shipping company based on fuzzy DEA

In order to give an objective weight accurately in evaluation of the shipping company’s safety management system,according to the excellent objectivity of Data Envelopment Analysis(DEA),the fuzzy comprehensive evaluation is combined with DEA to evaluate the shipping company’s safety management system.A four-layer evaluation model is established for the evaluation of shipping company’s safety management system,by considering the key factors of ISM Code together with the shipping company’s safety demand and the safety guide of shipping industry,setting the system operation process and system operation results as the first-class evaluation indices,and selecting human resource management,operation management,system-perfection management,environmental pollution level,accident number and external audit results as the second-class evaluation indices.Case study shows that the evaluation result is of good rationality,objectivity and practicality.
