| 摘 要： | 在分析我国科研投入的资金规模、结构，以及科研项目管理体制的基础上，指出了我国科研经费投入中存在的主要问题，并提出了相关的对策建议：政府在直接提高科研投入中基础研究经费比重的同时，应合理配置R＆D活动中三类研究经费的比例；采取政府和企业共同投资的办法，对于开展基础研究的企业，给予研究成本适当比例的财政补贴或税收减免补偿；应加强计划项目的统筹规划、协调衔接，建立科技协调合作机制和科技计划管理公共服务信息平台，从管理体制上解决多头配置、重复立项的现状．
