| 摘 要： | 从健康的概念入手，论述了当今社会在中小学开展健康教育的必要性，指出在中小学开展健康教育是党、国家和民族的需要，是全面贯彻党的教育方针的需要，是提高中华民族健康质量与水平的基础工作，是中小学生身心健康成长的需要。并提出了实施的方法体系，包括目标、内容、原则、办法、途径以及基本要求。
