广西巴马盘阳河沿岸长寿资源的游憩价值评价——基于修正的区域旅行费用法

本文基于修正的区域旅行费用法对巴马盘阳河沿岸长寿资源的游憩价值进行了评价。论文的主要贡献在于：一方面，一是采用调查样本中询问获知的直接花费和旅游天数作为划分费用区间的基础，可以消除按地理区域划分游客圈所带来的平均价格偏差；二是对于长期滞留者即30天以上游客，改变计算机会成本为计算他们在当地的平均食宿费用，可消除长期滞留游客机会成本计算的偏差；三是在汇总游憩价值时，只统计专程到巴马游览或休闲的游客，可以解决由于计入多目的地游客所带来高估评估价值的问题。另一方面，依据所建立对数函数模型评价结果为：2009年巴马长寿资源的游憩价值至少是18．54亿元人民币；同时，根据消费者剩余估算模型以及旅行费用与滞留天数和年龄的相关性分析，可以推断本文中所建立的函数模型符合现阶段巴马游客构成的客观实际，并可表明巴马长寿资源的经济价值更符合于休闲疗养旅游业的发展。

Assessment on the Recreational Value of the Longevity Resources along Bama Panyang River in Guangxi: Based on the revised Zonal Travel Cost Method

The recreational value of the bank along Bama Panyang River in Guangxi was estimated in this paper by applying the revised Zonal Travel Cost Method(ZTCM).ZTCM is to establish functional relation between the number of tourists in a region and their average travel cost.When calculating the recreational demand function,we should take the following points into consideration:1)How to partition the travel zones;2)How to calculate the travel costs when tourists travel to multi-sites;3)How to calculate the travel costs(mainly opportunity cost)when tourists stay at a destination for a long time.As for this paper,its contributions can be divided into two aspects:1)Cost interval partition based on direct cost and traveling days acquired from the sample survey results can avoid the average travel cost deviation brought by geographical zoning method;as to those who stay over 30 days,opportunity cost is estimated by the tourists’average board and lodging cost instead of the average wage,which can avoid the opportunity cost calculation deviation caused by the tourists’lingering for long time in a destination;caculating the recreational cost of tourists who specially visit Bama for sightseeing or leisure alone can overcome the difficulty of overestimating the recreational value of a destination;2)The evaluation results based on Logarithmic Function Model show that recreational value of Bama Area was at least 1.854 billion RMB in 2009;at the same time,according to the estimation model of consumer’s surplus and the correlation analysis between their travel cost,travelling days and their ages,we can infer that the established function model accords with the current reality of tourists in Bama,and the economic value of the longevity resources in Bama is much more fit for developing the leisure tourism industry.Therefore,it can be concluded that the longevity resources in Bama are worthy of special protection and restrictive development.
