需求导向的政府科技服务创新案例研究——以东莞松山湖高新区为例

从企业对政府科技服务的需求入手,选择东莞松山湖高新区10家处于不同发展阶段的企业,通过调研访谈扎根分析企业对政府科技服务的需求重点。在此基础上,进一步对政府官员进行深度访谈,挖掘政府创新科技服务的战略行动,包括重视组织创新资源、持续改进服务方式和坚持优化创新环境等3个主要方面,并通过经验证据进行验证,进而得出一个政府科技服务创新的机理模型。

A Case Study on the Government Demand-Oriented Scientific and Technical Service Innovation：Based on the Sample of Dongguan Songshan Lake High-tech Zone

This study starts from exploring what demands do enterprises ask for the scientific and technical servi-ces from government, and selects ten enterprises in Songshan Lake District at different developing stages as case study samples. Based on the field survey and interviews, the core demands of the enterprises for scientific and technical services from government have been identified. On this basis, further in-depth interviews of government officials has been conducted to explore the core strategic activities of government accomplishing the scientific and technical service innovations, including paying attention to the organizational innovation resources, continuously op-timizing the service modes and improving the innovation environments. The findings have been supported by the empirical evidence of the investigation. A mechanism model of the demand-oriented scientific and technical ser-vice innovation of government has been build up.
