我国发展低碳经济的政策工具创新

发展低碳经济,是我国做负责的大国、实现和平崛起和可持续发展的必然选择.英、美、日等发达国家主要采用开发可再生能源、清洁能源、提高能源效率、降低"高碳"产业的比例等政策来推动低碳经济发展,我国当前相关政策主要以"命令-控制"类的行政手段为主,财税政策不够灵活.因此,我国的低碳经济政策体系必须跟上市场化改革的进程,政策工具设计应从主要依靠行政手段向以主要依靠市场机制转变.
