摘    要:分析了全运会双计分制、协议计分制和人才交流产生的历史背景,以及这些政策产生的影响,并提出了改革和完善的对策:树立正确的政绩观,建立科学的地方体育工作考评体系;建立公平、公正的比赛环境;进行赛制改革;进一步完善我国体育后备人才交流法规建设;建立、健全我国体育后备人才市场的中介机构。

Abstract:The paper analyses the historical background of the double score,the score through agreement and the personnel exchange of the China National Game and proposes reform and optimal strategies,i.e.,having correct ideas about achievements and establishing scientific local sports achievement assessment system,setting up fair competition environment,carrying out reform of competition system,improving the laws on the sports supportive personnel(exchange) and establishing intermediate agencies for the sports supportive personnel market in China.
