| 摘 要： | 对自由主义而言，权利和自由是一枚硬币的两面。‘极利”是个人有“权”享受到的、“正当”的资格、利益、能力或主张，这种资格、利益、能力或主张得到政府的认可和保护。“权利”是“自由”的复数，“自由”体现为‘权利”。人们正是通过权利而逐步踏上自由之路的。所以说，通过权利实现自由，自由才能最终获得．自由主义者认为，通过权利来实现自由，首先要靠法治；其次，依靠权利自身；第三，依靠公民的政治参与。
