摘    要:建设丝绸之路经济带和21世纪海上丝绸之路呼唤中国的教育外交.谋划布局教育外交,符合国家发展和"一带一路"倡议的历史逻辑、理论逻辑和实践逻辑.教育外交是以教育活动为载体谋求国家利益的一种相对独立的外交形式,具有联通性、柔韧性、民生性、长效性等特点和优势,与公共外交形成良好的互补作用.在"一带一路"建设中,应坚持精准施策、育人惠民、适度中立、品牌运作、战略定力等策略,统筹推进中国的教育外交.

Abstract:The construction of the Silk Road Economic Belt and the 21st-Century Maritime Silk Road (hereinafter shortened as the Belt and Road Initiative ) calls for China's education diplomacy. Planning the layout of education diplomacy is in line with the national development and the historical logic, the theoretical logic as well as the practical logic of the Belt and Road Initiative. Education diplomacy is an independent diplomatic form of promoting national interests through educational activities. Education diplomacy has the advantages of connectivity, flexibility, "people's livelihood" and the hysteresis effect which is complementary to public diplomacy. In the process of the construction of the Belt and Road Initiative, we should adhere to the strategy of adopting precise policies, educating people as well as benefiting people, being moderately neutral, using brand operation and strategic perseverance, so as to promote China's educational diplomacy.
