摘    要:为解决人才供给与市场需求之间的错配问题,提升人才培养质量,中国和苏格兰都将学徒制作为人才培养范式,并相继进行了改革试点。两国的学徒制改革实践,均由政府主导、学校为主体推广,但由于国情差异,两国的学徒制在国家资历框架构建、企业主导地位、市场机制、资金投入等方面存在着较大的差异。

Abstract:Both China and Scotland are facing the problem of“invalid connection”between talent supply and market demand.In order to improve the quality of talent training,apprenticeship reform has been adopted as a model for talent training,and trials have been conducted successively.In contrast,the reform practices of the two countries are led by the government,with schools as the main body to promote apprenticeships.At the same time,due to the differences in national conditions between the two countries,there are significant differences in the construction of national qualifications frameworks,the dominant position of enterprises,market mechanisms,and capital investment.
