新发展阶段我国体育外交战略创新升级:环境变化、决策调整与推进策略

十九届五中全会公报指出,我国步入新发展阶段,机遇与挑战均发生新变化的战略机遇期,为我国体育外交战略创新升级设置了全新课题。研究认为,当前我国外交战略环境发生了三大变化:我国转向高质量发展阶段;全球性风险社会加剧;大国间结构性矛盾加深。相应催生了我国体育外交的三大实践困境:高质量发展阶段的我国体育外交工作重心定位困境;我国体育外交全球实践困境;我国与美、日、澳等大国间体育外交现实主义困境。进一步对我国体育外交宏观、中观、微观战略进行考察,为新发展阶段我国体育外交战略决策调整提出具体意见。在此基础上,围绕当前我国体育外交的六大具体问题,对新发展阶段体育外交推进策略作出了针对性思考。

Innovation and Upgrading of China’s Sports Diplomacy Strategy at New Development Stage: Environmental Changes,Policy Adjustment and Promotion Strategies

The Communiqu of the Fifth Plenary Session of the 19th Central Committee points out that China has entered a new stage of development.The period of strategic opportunities when both opportunities and challenges have undergone new changes has brought a new subject for the upgrading of China’s sports diplomacy strategy.According to this study, three major changes have taken place in China’s diplomatic strategic environment: the shift to the stage of high-quality development, intensified global risk and structural contradictions among major powers.Correspondingly, difficulty in orientation of sports diplomacy in the stage of high-quality development, difficulty in China’s global sports diplomacy, difficulty in sports diplomacy between China, the United States, Japan, Australia and other major countries are analyzed.Six specific problems of China’s sports diplomacy are studied and promotion strategies are put forward from micro, medium and macro perspectives.
