人力资本与R＆D溢出的实证分析

使用面板数据计量方法，研究人力资本和R＆D对外资技术溢出的影响。结果显示，内外资企业的人力资本存量和研发能力是企业吸收外国技术溢出的重要因素，而内资企业人力资本水平与外资企业相比差距较大，难以吸收外资的技术溢出。因此，应加大和优化人力资本、R＆D投资和吸引外资策略，增强外资对国内企业的技术溢出效应和技术进步。

An Empirical Analysis of Human Capital and R&D Spillovers of Foreign Capital

With the panel data analysis method,this article studies the influence which human capital and the domestic and foreign R&D spillovers have on the high-tech industry.The result shows that the human capital storage quantity of the domestic and foreign enterprises and their research and development ability are important factors to absorb the foreign technology spillovers.Nevertheless,the gap in human capital level between the domestic enterprises and the foreign enterprises is large,so it is difficult for the domestic enterprises to absorb the foreign technical spillovers.Therefore,we should enlarge and optimize human capital and R&D investment,improve the strategy of attracting foreign capital and enhance technology advancement and the technical spillover effects which the foreign capital has on domestic enterprises.
