| 摘 要： | 以高等教育为例,对中国10省市比较分析显示,地方政府教育投入与教育发展关系密切,两者通过经济发展耦合在一起。为了保证教育投入与教育发展之间的良性循环,地方政府应自觉加大力度降低行政成本,领导者更要提高投入教育的意愿,并硬化教育经费投入的增长指标,中央政府也须进一步健全中央教育财政转移支付制度。

| Abstract: | A comparative analysis of the higher education in 10 provinces and cities in China shows that a close relationship exists between investment of the local government in education and development of the local education and the two are coupled together by economic development.In order to create a virtuous circle between investment and development in education,the local government should try to reduce its administrative expenditure,enhance its desire for investment in education and set a strict standard for the increase in educational investment,and the central government should further improve the central educational financial transfer payment system. |
