中国足球发展改革与举国体制创新思维

对我国体育举国体制理论进行分析,指出我们过去理解的举国体制足狭义的举国体制,特指采用行政手段募集、调配全国资源,举国体制根本目的是充分募集、优化配置、集中使用有限资源,市场、文化、教育等多种手段问样可以成为实施"举国"的途径并运用于足球.结合日本足球发展模式为佐证,运用新举国体制理论展开分析,提出我国足球发展改革应以市场化为终极日标、教育举围培育市场为阶段要务.

The Development and Reform of Chinese Football and New Conception of Whole Nation System

This article analyzed the conception of "whole nation system" in Chinese athletic sports, indicated that the concept of "whole nation system" was narrowly sensed, which means recruiting and allocating the whole nation's resources by administrative measures. The ultimate purpose of "whole nation system" is to recruit resources sufficiently, deploy them rationally and use them intensively. Market, culture, and education can also be the methods of motivating and recruiting from the whole nation in football development in China. With example of Japanese football and analysis using new theory of whole nation system, the author suggested that "market recruiting" should be the ultimate goal of football reforms as whole-nation football education realizing the stage principle of market cultivation.
