治理转型中基层政权的体制困境与重塑路径

在从“汲农”到“惠农”的治理转型中，财政匮乏下的压力体制型构了基层政权的汲取特性，并制约着服务型政府的现代建构。从体制结构看，汲取型政权在权力体制、国家财税体制与关系互动体制等方面都遭遇不同程度的的抵牾与约束，形塑出各种张力关系与现实困境。基层政权迈向服务型政权的重塑路径．应着重从体制突破入手：建立对上负责与对下负责相结合的权力运行体制，构建相对自主的公共财政体制，发展基层民主重构基层社会的良性互动机制。

Institutional Predicament and Remodeling Path of Lower-level Governments in Governance Transition

During the governance transition from ＂Extracting Agriculture＂ to ＂Benefiting Farmers＂, the pressure system due to financial scarcity shapes the extractability of lower-level governments, and restricts the construction of a modern service-oriented government. From the aspect of institutional structure ,the extractive regime suffers various degrees of contradictions and constraints in such aspects as power system,national financial system and interaction system,which shape a variety of tensions and realistic dilemmas. To rebuild a service-oriented regime,the lover-level government should start with the breakthrough of the institutions ：firstly ,to establish the power operating system which is responsible for the combination of the upper and the lower;secondly,to build a relatively autonomous public finance system;thirdly, to reconstruct the social interaction mechanism through the development of grassroots democracy.
